There is really no formal theory of "meaning" within information theory. The trick being that "meaning" is subjective -- it makes no sense without an observer -- while "science" needs be objective. As a result, Information Theorists in general, and those considering life in particular, tend to focus on Shannon information (is Kuppers an exception? -- if so I'll add him to my reading list!) Indeed, anything beyond Shannon information (i.e., "meaning") would play into the hands of folks like Stephen Meyer, whose arguments are quite cogent indeed as soon as "meaning" is fair game.
